Political refugee protection protocol

The foreigner who intends to seek protection from the Italian state can apply because he is fleeing persecution, torture or war, even if he entered Italy illegally and is without documents.
The applicant must justify in the application the circumstances of persecution or serious harm that motivated his flight.
The agents of this persecution or serious harm can be the State, parties or organizations that control the State or a part of its territory or non-state subjects if the State, or whoever controls it, does not want to provide protection to the victim of persecution or serious harm. .
The application must be submitted to the border police or the police headquarters, which does not necessarily have to be the border police, but may be the one in which the applicant intends to be domiciled.
The Police Headquarters issues a document certifying the request and the date of the appointment for the minutes.
